Need more institutional cooperation to improve the situation of disabled persons

A representative of the NGO Mladiinfo Montenegro attended the debate active local governments in the protection against discrimination of disabled persons, which concluded that in the past few years has made progress in advancing the rights of persons with disabilities, but it still has to be done much more. 

Milenko Vojičić, project coordinator, said that the result of the project functional network of people with disabilities, which brings together national organizations and four local. The activity of the project is monitoring the implementation of activities to prevent discrimination against people with disabilities. 

“If a man had a normal life should make use of all local and national tools for the realization of human rights,” he concluded Vojičić.

Ivan Terzic, Secretary for Social Welfare said that the essential institutional cooperation because only joint action can be each other’s support and we can achieve the goals. Terzic said that as the capital of the partners of the project “Transportation from door to door.” One of the most important activities undertaken by the pilot project of personal assistance for persons with disabilities with 20,000 euros in financial assistance. Launched’s also a social service “Mobile Teams” which is specifically in 2019 provided 25,000 euros. It is planned that this service is in 2019 included about 100 people with disabilities. The basic idea was to use this project to come to disabled persons that are not members of any non-governmental organizations were not socially active and therefore are not sufficiently informed about the possibilities, rights and services that are at present available to institutional. Founded in the first day care center for children with disabilities and developmental difficulties, which cost about 280,000 euros, and the capital city spends about 200,000 euros. In recent years it has restructured and adjusted to about 500 approach and pass.

“For 2019 is planned to adopt a plan for the social inclusion of persons with disabilities, LGBT persons, Roma, Egyptians and other vulnerable groups,” Terzic concluded. 

Goran Macanović, executive director of the Association of the Blind of Montenegro said it was imperative to implement actions to prevent discrimination against people with disabilities. 

“One of the basic principles that every society should provide basic living conditions and accessible environment in order to equally and freely exercise their basic human rights,” said Macanović.

He said that we should think of how we can contribute to disabled persons had a normal life. According to him, people with disabilities should be a society that would enable them to lead an independent life. Macanović concluded that all activities should be carried out systematically and in a planned and it is important that the capital be an example for other municipalities.
